Penang State Government Proposes Strategic Administrative Hub on Silicon Island

GEORGE TOWN, April 7 — The Penang state government has formally announced plans for the development of a new state administrative centre and legislative assembly on the reclaimed Silicon Island. This strategic expansion aims to modernize the state’s governance infrastructure while aligning with the broader Penang Silicon Island Local Plan 2050 (RTPSI).

 

During a press conference at the official launch of the RTPSI public display at Amari SPICE, Chief Minister Chow Kon Yeow revealed that the Penang Development Corporation (PDC) has been commissioned to conduct a comprehensive assessment of spatial and design requirements.

 

Key Development Framework:

 Spatial Strategy: The proposed administrative hub will occupy approximately 2.8 hectares (seven acres). Chief Minister Chow emphasized that the project will adhere to strict development controls and will not mirror the large-scale centralization seen in Putrajaya. Instead, it will follow a \"Penang-centric\" model designed for efficiency and sustainability.


Operational Continuity: The iconic Komtar building will remain the primary seat of government, with only select agencies slated for relocation to the new site.

- Legislative Assembly: The plan includes the long-term relocation of the State Legislative Assembly to Silicon Island, integrating it into the new administrative ecosystem.

 

Timeline and Implementation:

The PDC is currently in the data-collection phase, engaging with various state agencies to determine specific logistical needs. Once these requirements are synthesized, detailed architectural and land-use designs will be finalized.

 

\"Since the land for the administrative centre is expected to be ready by 2028, construction can commence shortly thereafter,\" the Chief Minister stated.

 

This initiative underscores Penang’s commitment to balanced urban growth, ensuring that administrative facilities evolve alongside the state’s technological and industrial advancements on Silicon Island.
